I am 95% sure that King Neptune in the initiation of the new Dragons, Joe Morin's Pics #5, is my Father, Waldemar Rieger. My Nephew and I studied the pic really close and if you compare King Neptunes hairline by his temples, the bridge of his nose, his brow and deep set eyes to those of Rieger in Ray Allen's pics #4 you'll see they match up.
